Carlo is a noble from the Kingdom of Pacifica. His exact title of nobility is unknown. Carlo was part of a loose organization of the nobility calling themselves The Enclave who operated in secret to keep watch on the monarchy.
Carlo and other members of The Enclave met with Prince Mikkel on Pelican Island to express their concerns over Prince Adragon. Carlos was the more argumentative of the group.
